Buff it out. There is a cream that is used on motor cycles, and with a buffer you can make it look like crome. The name excapes me. The stuff is great.

Keith I've used mothers, but sanding from course to fine and then buffing, would take longer then took to do the cart itself, have you ever sand blasted Aluminum

I have never tried sand blasting but I do like the look of brushed AL. You could get a stainless steel wire disc that will fit into a drill and buff the whole thing, then shoot a coat of clear on it.

tomsign I like to use 3M Rolloc disc with my angle die-grinder it leaves kind of a non- directional swirel type of finish (use what is called a cookie) befor I use on alum. I soften it on somthing steel for a little bit.

you could use the roloc and step it for a machined surface, you know like circles overlapping, seen it done on bikes and other items to look like a fly cutter surfaced it

I think that stuff is called zoop, but it's pricey.

I think that technique is known as an "engine turned" or "jeweled" surface

I like it the way it is. Its too bad its so big or you could dip it in the bathtub, put in some electrodes, and anodize it. The next best thing is to polish it like auto rims. Are you sure you are done, and don't want to add a beer cozy?
